SOLAR PROCUREMENT FRAMEWORK

The objective of this Solar Procurement Framework is to connect buyers with resources needed to successfully develop 1–10 MW solar projects. This tool is designed for small utilities. The language focuses on co-ops, however the tools and resources available also reflect the needs of small munis. Click on the following levels to access a project roadmap and tools to get started!

1. Project Scoping

Learn from other cooperatives and your members, align on project motivation, gain insight into regional PPA prices, and estimate net project costs and savings.

2. Preparing for Procurement

Screen for interconnection, screen sites for solar suitability, and identify portfolio aggregation opportunities that can significantly lower the cost of your project.

3. Initial RFP (Optional)

Understand pricing by writing and releasing an initial RFP, manage and evaluate the RFP, determine a shortlist of developers and proceed to final RFP.

4. Site Selection

Consider engaging a solar siting consultant, identify and screen sites for solar suitability, and secure a site for project development through a lease or purchase if required.

5. Final RFP

Select a top developer in your region by compiling legal documents, and managing and evaluating the final RFP.

6. Project Development

Determine roles and responsibilities, finalize your site, ensure interconnection, permitting, and zoning run smoothly, and carry out a power purchase agreement (PPA) with your solar developer.
